Prime Minister urges Sithanen to step down
the Interna琀椀onal Monetary Fund
(IMF) and Moody’s Investors
Service.
In a signi昀椀cant move to safeguard
national economic stability,
Prime Minister Dr. Navinchandra
Ramgoolam has formally
requested Dr. Rama Sithanen to
step down as Governor of the
Bank of Mauri琀椀us (BOM). This
decision aims to address growing
concerns over the central bank’s
governance and reputa琀椀onal risks
amid heightened scru琀椀ny from
interna琀椀onal ins琀椀tu琀椀ons such as

the necessity of ensuring “stable
and serene func琀椀oning” at the
central bank, noting that its
credibility is cri琀椀cal for Mauri琀椀us’
昀椀nancial resilience. This decision
follows recent turbulence,
including the resignation of
Deputy Governor Gérard
Sanspeur in August 2025, a昀琀er
he accused Governor Sithanen’s
son of meddling in banking
operations, including licensing
and recruitment processes.
Although Sithanen denied these
allega琀椀ons and accused Sanspeur
of corrup琀椀on, the controversy
exacerbated existing concerns
about ins琀椀tu琀椀onal integrity.
On Monday 22 September 2025,
Prime Minister Navin Ramgoolam
announced that Rama Sithanen
is expected to leave his posi琀椀ons
not only at the Bank of Mauri琀椀us
but also at the Financial Services
Commission. The Prime Minister
con昀椀rmed that he had met with
Sithanen and that, in the public
interest, his resigna琀椀on is now
imminent, though no specific
date has been provided. The
procedures for his departure
are underway and Ramgoolam
clari昀椀ed that no condi琀椀ons have
been set by Sithanen for his
withdrawal.
Regarding the succession, the
Prime Minister stated that the
government is s琀椀ll “looking for
the right person” to assume the
role of governor. However, he
con昀椀rmed that Rajeev Hasnah
will remain in his posi琀椀on as First
Deputy Governor. For the Second
Deputy Governor role, poten琀椀al
candidates have been iden琀椀昀椀ed
but verification processes are
ongoing before any official
appointment is announced.
Ramgoolam also reassured that
the controversy surrounding the
Bank of Mauri琀椀us is now a thing
of the past.
The government’s move also
aligns with broader efforts to
address interna琀椀onal concerns.
In 2022, Moody’s downgraded
Mauritius’ rating,
citing
vulnerabilities in institutional
effectiveness and financial
stability. More recently, the IMF’s
2025 Article IV Consultation
highlighted the need to
strengthen the monetary policy
framework and ensure central
bank independence.
Dr. Sithanen assumed the
governorship in November 2024
amid a challenging economic
environment. The Prime Minister
acknowledged Sithanen’s e昀昀orts
in managing economic challenges
during his tenure, including issues
related to inflation, exchange
rates, and foreign exchange
reserves. However, the Prime
Minister stated that renewed
leadership is essen琀椀al to restore
con昀椀dence and stability.
The government has reiterated
its commitment to upholding the
central bank’s independence and
ensuring it operates free from
external in昀氀uence. Dr. Sithanen
may be considered for other
responsibilities in the future,
reflecting the administration’s
recognition of his expertise
despite the current challenges.
The Prime Minister’s office
is expected to ini琀椀ate a swi昀琀
transition process to appoint
a new governor and Second
Deputy Governor in the coming
days.

Shots Fired in Grand-Baie
Shots were 昀椀red in the middle
of the street in Grand-Baie in
the early hours of Sunday 21
September 2025. The incident
has circulated widely on social
media, showing a man drawing
his revolver and 昀椀ring mul琀椀ple
shots at a 4x4 vehicle following
an altercation between two
groups of people.
What was intended to be a
fes琀椀ve night turned chao琀椀c in
Grand-Baie on Sunday when a
confronta琀椀on outside Le Safari
nightclub escalated, resul琀椀ng in
a man 昀椀ring several rounds and
causing panic among partygoers.
Fortunately, no injuries have
been reported.
The suspected shooter, Cédric
Begué, alias Tony, a resident
of Baie-du-Tombeau and
associate of Jimmy Coloso, has
been iden琀椀昀椀ed by the Criminal
Inves琀椀ga琀椀on Division (CID). He
surrendered on the next day at
the Grand-Baie police station
with his lawyer and was charged
with possession and use of
prohibited 昀椀rearms. The police
opposed his release and he was
remanded in custody. His next
court appearance is scheduled
for Monday 29 September 2025.
